The Offline/Online toolbar button is mainly designed for notebook computer users and allows users to quickly select offline browsing when not connected to the Internet. The restrictions command resides on the tools menu and allows you to easily set sites as trusted or restricted without having to wade through the control panel to set the specific controls.
The final utility -- and perhaps the most useful -- allows you to select any link on a site and, by right-clicking on it, copy the URL for the link right into the clipboard. With the URL in the clipboard you can easily paste addresses into e-mail or other documents -- or even the address bar in Internet Explorer if you want to see the complete address of the file you're about to download.
